    MASSENA TOWN SUPERVISOR GRAY SAYS "WHY JEFFERSON COUNTY IS IN THE MIX IS BEYOND ME" WHEN CONSIDERING HYDROPOWER SALES--Joe Gray told 99 News Wednesday it's "ridiculous to even think about" the idea of Jefferson County as part of a three-county area the state proposed be allowed in the area where 20 megawatts of hydro from the St. Lawrence-FDR Project be allocated to potential job-generators as an incentive. Gray says Fort Drum has a 2-billion-dollar Federal payroll, and the county is the "fastest growing in New York State" because of Drum so Jefferson doesn't need it.
