OFFICIALS SAY FORMING A NEW “TOWN OF NORWOOD” WOULD BE COMPLICATED—Speakers at a forum Tuesday on the final report of the Norwood Village Dissolution Study Committee said the concept of a new township—composed of the 13668 zip code area in the Town of Potsdam—would be an experiment because it would be “breaking new ground” according to Mayor James Mc. Faddin. To form a new town, the municipalities now involved—the Village of Norwood, Town of Potsdam, and Town of Norfolk would all have to pass home rule legislation; then take the issue to referendum, then go to the State Legislature for approval. Dissolution would only require one vote—and could happen anytime if the public petitions it. Current Town of Potsdam taxpayers living in 13668 would see their rates triple if they ended up in the new town, while current Village of Norwood taxpayers would see rates drop about 2 dollars. Many in the audience said dissolving the Village of Norwood would end the disparity between village and Town of Potsdam rates outside the villages. Mc. Faddin says Norwood needs to prepare for the eventuality of another dissolution petition in the Village of Potsdam, and the consequences if a referendum there passes.
