    COUNTY LEGISLATOR SAYS STATE LEGISLATORS ARE “SCREWING” TAXPAYERS—Steve Putman of Canton, who represents District 9 told a group of mayors, town supervisors, other legislators and municipal officials Thursday at a meeting in Potsdam it is “disingenuous” for state legislators to run on a platform of “no new taxes,” with the knowledge that New York shoves Medicaid costs down to counties...while they won't allow St. Lawrence County to raise revenue through sales tax. Putman says St. Lawrence County has the highest unemployment rate in the state except for The Bronx, therefore a high-needs population that uses Medicaid and other public services. He says it's likewise dishonest for the state to impose a tax cap on counties, knowing they have a burden that most other states deal with on the state level.
