“SOCIAL PROMOTION” A SERIOUS PROBLEM IN BATTLING ILLITERACY—Ruth Colvin, the founder of Literacy Volunteers of America speaking on the St. Lawrence University campus this week, says the fact many people have been able to graduate from high school without being able to read or write at least at the 8^th grade level is a challenge that has to be overcome. She says there was a time when people could find jobs and work for decades without being able to read or write, at all but those days are mostly over. One out of five people in St. Lawrence County cannot read or write at the 8^th grade level...the 2010 Census says the population of the county is just under 112-thousand...so that's about 22-thousand, 400 people in the county that are at least “functionally illiterate.”
