99 NEWS FOR THURSDAY, 2/14/13 ZONING OF MARKET STREET NEIGHBORHOOD SHOULD BE CHANGED BACK TO RESIDENTIAL, VILLAGE PLANNING BOARD CHAIR SAYS—Ted Prahl asked the board last week to consider changing the stretch of Market Street just outside the central business district from the current Business-2 back to Residential-2. Prahl says the recent controversy surrounding the Transformation House Ministries half-way house project on the vacant former Snell Mansion/Theta Xi property shows that business zoning is not working for the neighborhood. The neighborhood was re-zoned in the 1990's in response to the move by other communities, like Glens Falls to allow flexibility in residential zones to turn large Victorian-era structures into professional offices. Planning and Development Director Fred Hanss says Business-2 zoning gives the Village more discretion, as it can decide what's compatible for the neighborhood through the Special Use Permit process. Transformation House needed, and got the permit. A half-way house is considered a “Residential-4” or “group dwelling” use of the property. ALSO ONLINE TODAY.....
