JUSTICE REDUCES BAIL, ALLEGED RAPIST FREED—Fowler Town Justice Paul Lamson reduced from 25-thousand-dollars cash to 3-thousand-dollars cash bail on 20-year-old Joseph Clement II of Harrisville, charged with felony, first degree rape and misdemeanor endangering the welfare of a child. Clement allegedly had relations with a girl under the age of 13 this past spring. A check with the jail this morning found Clement's mother posted the bail Thursday night.
