THE POTSDAM VILLAGE PLANNING BOARD VOTED 4-TO-1 THURSDAY IN FAVOR OF A SPECIAL USE PERMIT FOR A PROPOSED HALF-WAY HOUSE AT 88 MARKET STREET. TRANSFORMATION HOUSE MINISTRIES WANTS TO BUILD A HALF-WAY HOUSE ON THE SITE OF THE FORMER SNELL MANSION, FOR WOMEN RECOVERING FROM DRUG AND ALCOHOL PROBLEMS. THE PROPERTY IS ZONED BUSINESS—2; A HALF-WAY HOUSE IS A GROUP DWELLING—A RESIDENTIAL 4 USE, THEREFORE THE PERMIT IS NECESSARY FOR THE PROJECT. THE BOARD SET THREE CONDITIONS ON THE PERMIT.....ONE, IF THE PROPERTY IS NO LONGER USED FOR A HALF-WAY HOUSE, IT MUST REVERT BACK TO STANDARD BUSINESS-2. CONDITION 2—THE MINISTRY MUST FILE AN ANNUAL SECURITY PLAN WITH THE CHIEF OF POLICE, AND CONDITION 3—THERE MUST BE A NEIGHBORHOOD MEETING FOR TRANSFORMATION HOUSE TO SHOW HOW IT IS ADDRESSING CONCERNS. THE SPECIAL USE PERMIT IS NOT A PERMIT FOR THE HALF-WAY HOUSE TO START CONSTRUCTION; IT ONLY ALLOWS THE GROUP DWELLING ON A B-2 PROPERTY. SITE PLAN REVIEW IS ALSO REQUIRED. BOARD MEMBER WILL SIEGFRIED VOTED NO ON THE PERMIT.
