SCOZZAFAVA SAYS ALBANY CULTURE IS CHANGING TO BE MORE CUSTOMER-DRIVEN--Deputy New York Secretary of State for Local Government Dede Scozzafava told hundreds of municipal officials at the SUNY Potsdam Local Government Conference Tuesday state agencies are changing their operations to make sure "...the left hand knows what the right hand is doing," eliminating scenarios such as what happened once when she was in the Assembly--a constituent was fined by one state agency for following the directions of another.
