TAX CAP SPENDING PLAN FOR 2012 DELIVERED TO ST.LAWRENCE COUNTY LEGISLATORS--The formal first draft presented by Administrator Karen St.Hilaire Monday has a levy hike of 3.25 percent, within the limit set by the state. Massive cuts and spending deferrals were made, to include the elimination of the county rural bus service and a cut of 15 percent to all outside agencies. The draft would mean a tax bill hike of about 17 dollars on a property assessed at 100-thousand-dollars. Legislators called for relief from unfunded state mandates, especially Medicaid which makes up 52 percent of all money collected from county taxpayers.
