ST.LAWRENCE COUNTY CLERK SAYS DEPARTMENTS ARE PREPARING FOR HARDER TIMES—Gavin Regan, the Democrat seeking a full term this Novenber told 99 News Monday what a lot of people don't understand is that a 9.5 percent tax hike next year, let alone a tax-cap plan, is still devastating to county departments, which is why he and staff are working to save money by eliminating a deputy's position and by electronic billing. Regan is running against Republican Mary Lou Rupp.
