COUNTY LEGISLATOR EXPLAINS "NO" VOTES ON SALES TAX HIKE--Mark Akins of Lisbon, representing St.Lawrence County District 2, told the majority of the board last week it is not being genuine when it paints the financial picture for next year, and the need for a sales tax increase to raise revenue. Akins says he believes sales tax should be raised if, and only if all other avenues have been exhaunsted, which he feels they have not. He says cost-cutting measures implemented last week were good, but not good enough.
