ST.LAWRENCE COUNTY LEGISLATOR BLASTS CANADIAN AUTHORITIES OVER TREATMENT OF BOATER--District 4 Legislator Alex MacKinnon of Fowler said Monday that those in authority over enforcement of laws on the St.Lawrence River must believe the Canada Border Services Agency patrol officer is a "complete idiot," referring to how 22-year-old Roy Anderson of Thousand Islands Park was treated on waters off Ganaoque, Ontario May 30th. Anderson was ordered to pay a thousand-dollar fine immediately or face being handcuffed and forced to lie on the floor of his unanchored boat face-down while it was towed to Canadian Customs, where he could have faced a 25-thousand-dollar fine---all because he was on Canadian waters without infoming Customs first. MacKinnon says the CBSA officer was not entrusted to make a judgement call that Anderson was not harming anyone, "just fishing." District 1 Legislator Sam Burns of Ogdensburg said in fairness, it is wrong to assume there would not be problems if the boater did not drop anchor, and it's hard to judge where the border is on the river.
