RUN-DOWN PROPERTIES A TOPIC OF DISCUSSION BY COMPREHENSIVE PLAN COMMITTEE--The Committee had a lengthy discourse Wednesday about one of the classic Potsdam issues--substandard housing, mostly rental units occupied by students. Committee Member David Acker, CEO of Canton-Potsdam Hospital says the appearance of the Village is a key factor to whether people come to live or do business. He says a drive-through "windshield survey" he did with the help of Code Enforcement revealed by his count 111 run-down residences, over half on the main thoroughfares. He says paint alone would do a world of good for many of the houses; some only need minor work as most of them are architecturally-pleasing to the eye otherwise. Karen Collins, who represents Clarkson University on the panel says there needs to be an incentive to instill pride in place and motivate property owners to make the upgrades. Acker says it's surprising what property owners can do that will not increase the tax assessment.
