NCPA BOARD MEMBER SAYS NOT HIRING HOWREY WOULD CAUSE PROBLEMS--Marie Regan, Town of Potsdam Supervisor and a mamber of the North Country Power Authority Board, told the Town Council Tuesday if the Authority does not hire the Howrey law firm as the majority of the Board wants, it will make the Alliance for Municipal Power communities liable for the money already spent on legal legal representation by the firm. The Alliance is the core group of communities in St.Lawrence and Franklin Counties that sparked the formation of the state-legislated Authority. Not enough board members have been appointed by the Governor to do business properly. Former Governor David Paterson picked five late last year, the legislation calls for nine. One of the five, Bob Burns who represented the Village of Potsdam, left the board over an ethics dispute with Chairman James Monroe. This means only four board members are in place including Monroe, leaving it without quorum. Regan says the hope is that the "temporary snag" is just that, temporary, and that "...we've worked for 15 years on this, and we don't want to jeopardize our success." The Authority is charged with creating a public electric utility apart from National Grid in the member communities. Regan says lobbying is underway in Albany to get Governor Cuomo to fill out the NCPA board seats.
