OWENS EXPLAINS 'NO' VOTE ON PATRIOT ACT EXTENSIONS--23rd Congressional District Representative Bill Owens told 99 News this week he voted against both the first and second go-rounds on the proposed extensions of counter-terrorist measures within the Act, because, primarily he feels the seizure by law enforcement of business records to include what books people take out of libraries, violates protections to intellectual freedom under the US Constitution. Despite the protest by Owens and others from both parties, the second vote passed Monday 275-144. The legislation now heads for the Senate where its future is uncertain.
