ST. LAWRENCE COUNTY "MIRED IN A THIRD-CLASS WORLD" WITHOUT FOUR-LANE INTERSTATE, NEW CHAIR SAYS--Sallie Brothers of Norfolk, elected Chair of the St.Lawrence County Legislature Monday by unanimous vote, said in her year-openeing remarks the county should no longer sit back and allow nay-sayers to dismiss the concept of Interstate-98, whether out of fear of change or general negativity. ALSO FROM THE LEGISLATURE MONDAY--the board voted 14-1 to extend the employment of Administrator Karen St.Hilaire; St.Hilaire gave up 2-percent pay increases that will be given department heads on top of raises mandated by the approval of union worker increases. She told us she feels she is fairly compensated. Gouverneur Legislator Donald Peck voted no, as he feels conceptually St.Hilaire should receive an appropriate evaluation before being re-appointed; it will be done after the fact.
