NAME OF HYDROPOWER ACCOUNT CHANGED--The Potsdam Town Council voted Tuesday to change the name of the account holding Empire Zone funds from the deal giving benefits to hydroelectric plants around St.Lawrence County from 'Orion'--the original company with which the deal was made--into "Board-Designated Zone Credts." Supervisor Marie Regan says in response to questions the name more accurately reflects the origin and purpose of the money. She says it cannot be used to lower taxes directly, as it cannot be used in the regular budget--but it can keep taxes down by funding infrastructure and equipment purchases. The Potsdam Empire Zone recently got the latest million-dollar installment from the long-term deal. The money is divided between the Town, Village, and Zone.
