An Ogdensburg woman was arrested Tuesday for the alleged maltreatment of 22 horses. State police in Ogdensburg say 62-year-old Carol Elmer of Ford Street allegedly failed to give the horses adequate food or water, and neglected to provide veterinary care for horses with seeping wounds, deep bite marks, and loss of hide from injury and exposure to the weather. State Police with the assistance of the ASPCA say the horses were eating their own manure, with the lack of hay. The horses were kept on property Elmer owns on Cold Springs road in the Town of Lisbon Elmer was charged with failure to provide proper sustenance, under the State Agriculture and Markets Law. She was released on a ticket to appear in Lisbon Town Court January 6th.
